The big picture, first
Hold on to one figure before all the others: measured against the price actually paid in a Cretan tourist zone, the annual property tax runs around 0.08 to 0.20% — one of the lowest rates in Western Europe. A town flat is held for €1,900 to €3,700 a year all in; a villa with a pool, €5,000 to €12,000. The rest of this investigation breaks down each of those euros, separates verified fact from agency estimate, and flags the two 2027 reforms that could change everything.
ENFIA, the annual property tax
ENFIA is not calculated on your purchase price but on the cadastral value (« zone value ») set by the State — often well below market price. You can check any address's zone value for free at valuemaps.gov.gr. The formula multiplies the surface (m²) by a base rate (ΒΦ), an age coefficient, a floor/type coefficient and a façades coefficient. In Crete, almost all residential property sits in zones 1 to 3.

« Wealth » modulation
On the total value of your Greek estate: −30% (≤ €100k), −25% (≤ 150k), −20% (≤ 250k), −15% (≤ 300k), −10% (≤ 400k), 0% (400–500k), +5% (≤ 650k), up to +20% (> €1M).
⚠ The mistake almost every English guide repeats
Since law 4916/2022, the « supplementary tax » (συμπληρωματικός φόρος) is ABOLISHED for individuals: it was replaced by the « wealth » modulation above. Yet many English guides still cite an old €250,000 threshold and a « supplementary tax » that no longer exists. If you read that somewhere, the source is out of date.
What that gives in practice
Four examples worked out from the official scales. The « gross » amount comes out of the formula; the « net » amount applies the wealth modulation. These are orders of magnitude, not your tax notice: that depends on the exact address and on your whole Greek estate.
The rule of thumb
Reckon on 0.20 to 0.30% of the cadastral value per year, i.e. €2 to €5/m²/yr. Since the market price in Cretan tourist zones is often 1.5 to 3 times the cadastral value, that's only 0.08 to 0.20% of the price actually paid. It's a powerful selling point — and rarely highlighted.
The ENFIA insurance rebate (since 2025) — worth hammering home
Since 2025, insuring your property cuts your ENFIA by 20% (value ≤ €500k) or 10% (above). The conditions are cumulative: a policy covering the THREE perils (earthquake + fire + flood), cover for at least 3 months in the year (pro rata if under 12), and a sum insured of at least €900/m² — a 100 m² home must be insured for at least €90,000, an €80,000 policy is disqualified. You apply on myAADE → myPROPERTY, before 16 February for that year's ENFIA. About 359,000 owners benefited in 2025. The argument almost no guide points out: on an ENFIA of €400 to €900/yr, the 20% cut (€80 to €180) covers a substantial part of the insurance premium. In other words, earthquake insurance becomes economically almost neutral.
The « small village » exemption (law 5246/2025) — and its two locks
The law provides for −50% ENFIA in 2026, then a total EXEMPTION in 2027, across about 12,720 settlements of fewer than 1,500 inhabitants. Tempting — but two « κόφτες » (locks) exclude most foreign buyers. First lock: PRIMARY residence only — second homes are excluded. Second lock: the beneficiary must be a Greek tax resident, with a cadastral value ≤ €400k. In practice, a non-resident owning a holiday home in a 400-soul village is NOT eligible — several commercial guides mislead on this. Conversely, moving your tax residence to Greece opens the door: a real argument for those thinking of settling.
Payment, cadastral values and the 2027 risk
The ENFIA notice appears online on myAADE in mid-March and is paid in 12 monthly instalments (March to February), the first due on 31 March. No discount for paying in cash. Zone values are FROZEN until 2027 (in force since 1 January 2022). Beware the short memory: in the 2022 revision, Crete saw some of the country's biggest rises — up to +75% in Hersonissos, about +40% on the Rethymno coast, about +35% in Alikarnassos. A new revision is expected for 2027–2028: in tourist zones, a rise is a real risk to anticipate.
Municipal taxes — everything runs through the electricity bill
In Greece, the municipality doesn't send you a separate bill: it collects its levies via your electricity bill. There you'll find the ΤΑΠ (property levy, 0.25 to 0.35‰: ~€25 to €45/yr for 80–100 m²), the δημοτικά τέλη (bins + street lighting, €1.00 to €1.80/m²/yr: ~€120 to €145/yr for 80 m²) and the ΦΗΧ (~€26/yr for 80 m²). Add grid charges, ΕΤΜΕΑΡ and ΥΚΩ — about 28% of the bill — and electricity VAT of 6%.

The key point for a holiday home
About two-thirds of the bill do NOT depend on your consumption. A home used 8 weeks a year pays almost as much tax as one lived in all year. Don't cut the meter thinking you'll save: the τέλη and the ΤΑΠ stay due. A non-electrified property must file a formal declaration with the municipality to get the reduction (one-tenth of the bin fee).
⚠ The big reform: ΤΤΑ from 1 January 2027
The new local-administration code (law 5314/2026) replaces, from 1 January 2027, both the ΤΑΠ AND the ΦΗΧ with a « Τέλος Τοπικής Ανάπτυξης » (local development levy) of 0.30‰ to 0.70‰ of the property's value. At full rate, that's a possible DOUBLING of the municipal charge — the Greek press already calls it a « municipal ENFIA ». Hard clause: non-payment of THREE consecutive monthly bills allows the electricity to be cut off. For a non-resident whose post goes unchecked, the risk is concrete — hence our recommendation: set up a direct debit (πάγια εντολή) on a Greek bank account.
Running charges, line by line
Electricity
In August 2026, regulated tariffs run around €0.138/kWh (« green »), €0.145 (« blue » fixed) and €0.154 (« yellow » variable). On the open market, reckon on €0.10 to €0.16/kWh, plus a €3 to €10/month standing charge and a €50 to €150 early-termination penalty. All in, the real cost comes to €0.22 to €0.28/kWh in normal use — more if you consume very little, because the fixed charges then weigh proportionally heavier. An air-conditioned villa with a pool easily uses €1,500 to €3,000/yr.
Water and sewerage
On Heraklion's ΔΕΥΑΗ network (2026): a €7.00/month subscription for a flat (+33%), €1.00/month for the meter, consumption from €0.15/m³ (first tier) to €5.50/m³, and sewerage equal to 63% of the consumption amount. The cost of Aposelemis water rose from €0.19 to €0.33/m³, and rises of about +3.5%/yr are planned for 2027–2029. A detached house starts at ~€96/yr in fixed charges before the first m³. Outside ΔΕΥΑ networks, many villages have very heterogeneous tariffs: impossible to give one figure « for Crete ».
Internet
Reckon on €20 to €25/month for good fibre (Cosmote €19.90 · Nova €20.90 · Vodafone €22.00). FTTH is good in town, uneven in the mountains and on the south coast: if teleworking matters to you, check eligibility at the exact address before buying.
Home insurance
Entry level starts at €1.09/m²/yr (~€87 for 80 m²). Careful: earthquake cover is NOT included by default — it's an optional guarantee to subscribe to explicitly. Guides that write « earthquake cover is standard in Greece » are wrong. The earthquake excess is expressed as a percentage of the sum insured (2% on €150,000 = €3,000 on you): it's the clause to negotiate first. Insure on the REBUILD value, not the market value. The price of a policy meeting the AADE criteria (€900/m², triple cover) varies sharply between insurers: get several quotes rather than trusting a single figure.
Co-ownership charges (koinochrista)
No public statistic exists. A typical example: an 8-flat building, €800/month in total, i.e. €85 to €132/month per lot. Good news: most Cretan buildings have NO central heating — the heaviest item elsewhere — hence lower charges. But complexes with a shared pool and garden have much higher charges: ask for the last two years of accounts before signing.
The annual ownership budget
Here is the table every buyer asks for. Two profiles: an 80 m² town flat and a 150 m² villa with a pool. The ranges are indicative; the lines marked with a red dot have no public statistic and depend too much on the property to be guaranteed.
Non-residents: your real obligations
The AFM (tax number) is essential to buy. The fiscal-representative rule has been relaxed (2010/2023 circulars): a foreign tax resident can file without a representative if their contact details are up to date on myAADE — in practice, a local accountant is still strongly recommended (€300 to €600/yr). The Ε9 form is required at every change (acquisition, sale, modification); no annual re-filing if nothing changes — it's the Ε9 that generates the ENFIA. The Ε1 is NOT required if you have no Greek-source income: an unlet holiday home triggers no Ε1. But from the very first euro of rent, the Ε2 + Ε1 become mandatory. Finally, the tekmiria (means-based income presumptions) do NOT apply to foreign tax residents.
And at resale?
The 15% capital-gains tax is SUSPENDED until 31 December 2026, with a possible permanent cancellation — but this suspension has been renewed every year since 2013: it's not a given, and an honest guide presents the scenario where it ends. The 24% VAT on new-builds is suspended until 31 December 2027 (a 2028 extension is possible): only the 3.09% ΦΜΑ then applies. The seller's agency commission is commonly 2% + 24% VAT (i.e. 2.48% incl.), some international agencies charging 3% + VAT; Greece allows dual representation, each party paying its own commission. The engineer (ΠΕΑ + Building Identity) costs €350 to €800; the ΠΕΑ alone, €60 to €400. The ΤΑΠ no-debt certificate can take over a month. And if the real surfaces exceed the declared ones, ENFIA and ΤΑΠ are back-charged over five years.
The costliest calendar trap
The Electronic Building Identity (Ηλεκτρονική Ταυτότητα Κτιρίου) is now indispensable: without it, the notary cannot sign. The delay is 5 to 10 working days if everything is perfectly in order with plans available; 6 to 9 weeks if archives must be searched or violations regularised. A market source indicates that ~40% of Athenian Riviera sales in 2025–2026 suffered delays of 12 to 16 weeks because sellers waited for a buyer before starting. On an old Cretan property, often modified without permits over decades, this risk is maximal — buyer side: demand this document BEFORE paying any deposit.
